Legislative control is the most traditional manner for the state government to exercise control and direction over local government. Legislative control exercised through the enactment of statutory appropriations for subsidies and grants-in-aid, and legislative investigations.

People usually have different types of reactions to reservation, ranging from “you need reservation because of the oppression that the lower castes have to suffer at the hands of the upper castes” to “you need economic reservation” to “reservation should be completely removed because it destroys merit.”

Initially, the reservation was intended only for SC/ST communities – that too for a period of 10 years (1951-1961). However, it got extended ever since. After the implementation of Mandal Commission report in 1990, the scope of the reservation was widened to include Other Backward Communities (OBCs).

The idea behind to start with the reservation policy for SC/ST is that despite getting basics education the people from this communities have had difficult environments for education and personality development and therefore they should be given some preferential vacancies so bad day also get a chance to earn their living like others already national mainstream.

The system of reservation is made fair and transported by ensuring that the candidate for such reserved categories for vacancies in higher education institutes four jobs meet the following criteria:-

• Have a certificate from the local authority did they belong to that they belong to the SC / ST list.

•Should have the minimum cut off Mark for the institution. This is to ensure that not all but only those SC and ST candidates get admission who have been able to secure some basic standards for education.
