Why did the government suggest the factories and industries located in TTZ to switch over to cleaner fuels?

Less clean fuels like petrol and diesel are causing air pollution to this amount that it is resulting in acid which is harming the beauty of Taj Mahal as the white marble of the Taj is turning yellow because of the acids like sulphuric and nitric falling on it.
