EXPLANATION:

For many years now the moneylenders have dominated the rural areas with credit facilities. They have been the lending money to the farmers and have been the main backbone of the financial scene in the rural areas.  

Even though the government has come out with a number of schemes to give credit to the farmers but the farmers still depend on the moneylenders. The poor peasants in some way or the other are dependent on the moneylenders since the moneylenders have found new ways of lending money and attract the poor peasants.
