why didint hamel punish franz even though he was late?

Because M. Hemal want to taught his last lesson with more patience. He wanted that everyone would learn French language and safeguard it among themselves. At last day he didn't want to gave him any punishment he want that they learn French language with their hearts and respect their own language.
