why didn't a similar shift out of primary sector happen in case of employment?

In case of India the shift of primary to secondary sector in terms of employment didn't take place because people coming out of the primary sector to find job in secondary and tertiary sector are not educated. Also enough job opportunities were not created in the secondary and tertiary sectors. Disguised unemployment in rural areas is also one of the main cause.
