why didn't shift out of primary sector happen in case of employment although there has been a change in the share of the three sectors in GDP

Primary sector has employed more than half of population as other sectors are not able to generate sufficient job opportunities to employ most of people
Also other sectors require skilled labour but primary activities can be done by illiterate people too.....

Primary sector is the largest sector in the no. of employment. But it did not emerged as the largest sector in terms of economy. it is so because primary sector have given a large employment opportunities whereas other sectors have not generated enough job opportunities. Moreover in Secondary sector many of the labours are replaced by the machines. In tertiary sector there is more demand of skilled and educated labours but the educated labour in india are less.
