Hii friend your answer is given below :-

Swami didn't handover the complaint letter to the headmaster in the morning

because Swami knows that his father must had written some words aganist of Samuel but in reality Samuel is a very polite teacher. To prove that Samuel is a voilent teacher Swami must be bitten from Samuel ; for this reason Swami didn't handover the letter to headmaster in the morning.....
