Why didn't the shopkeeper quote the real price of the wooden tiger ?

Although the wooden tiger cost only two annas and a quarter, the shopkeeper knew that if he quoted such a low price to the Maharaja, he would be punished under the rules of the Emergency. Hence, he quoted a princely sum of three hundred rupees for the toy. so the shop keeper quote didn't quote the real price of the wooden tiger.
