Why different valancy of phosphorus

Since the valency of phosphorus is 3 but they can expand their valency, because of the vacant  orbital. it should be 3 because phosphorus has 5 electron in its valence shell. therefore it accept 3 electron and complete its octet because accepting 3 electron would be much easier than to donate 5 electron.
