-because direct democracy involve meeting of people at one place and in countries like India it is not possible for everyone to physically meet at one place
-no one has enough time to discuss the issues of the country
-if any how the people of the country meet at one place there cannot 8 diseases effectively and their will be conflicts

India has three tier Governing system
Central Govt at National Level : it Facilitates the state govt to work without any issues and external issues are taken care by this. Hence there is not much requirement of Direct Democracy in this Level of Governance.
State Govt at State Level : it mostly does welfare and Law and order Governance, there can be a possiblity of Direct Democracy, but the Representatives from third Tier structures are already in State Legislative assembly. Hence direct democracy requirement can be ruled out here.
District Level - Zilla Panchayat (members of this : MPs + MLAs + Taluka Panchayat Representative) : Taluka Panchayat Representatives are the head of fewer village panchayats. Finally coming to Village Panchayat, there is Gram Sabha, where every voter need to participate twice an year to suggest/recommend/amend the policies for their Village panchayats (Direct Democracy). Similar to this there is a procedure in Urban local bodies as well.
