In the discharge tube, there is a high electric field is applied between the both cathode electrode and the anode. The medium between them which is a gas at low pressure. Due to the high electric field, the gas gets ionized and release electron which moves towards the anode thus it constituting the current. When the gas pressure is low, the atom are not closely spaced like electron gets enough time to accelerate. As a result they collide with each other. With another aton also, then they gain sufficient energy from electric field to iron or other item there for the gas in conduct at low temperature.
