The acidic behaviour of acids is due to the presence of hydrogen ions, H+ (aq) ions.The acids produce hydrogen ions only on dissolving in water.In the absence of water, acids do not produce hydrogen ions and hence do not show acidic behaviour.

Acids r generally known as proton donors and the simplest proton known is hydrogen , an solvent like water has many no of hydrogen atoms attached to it if u do not have water as your solvent or any polar protic solvent how can u expect acid to show its acidic behaviour?? The point is u need an source that is capable of producing hydrogen atoms (protons)
