why do all seeds not germinate to form new plants?​

all seeds doesnt not germinate to form new plant because some seed weight of bad quality.

only these seeds which not get favourable condition like air, water, soil and proper temperature grow to form new plants that is why we can say that due to unfavorable condition all seeds not germinate to form new plants
