Why do aquatic plants have stomata on the upper surface of the leaf?

In most green plants, the stomata are located on the lower side of the leaves. But in aquatic plants stomata are on the upper surface of their leaves . This is because stomata on the upper surface helps in exchange of gases between them and the atmosphere.
