In rainy season the relative humidity (moisture content in air) is high, and so it can not take more water in air. So, the moisture from clothes can not go to air. Hence it takes longer to dry in rainy season.
You can see this by moving the wet cloth to air conditioned room. The air conditioned room is relatively dry during rainy season. Though the temperature of the room is lower than outside, the clothes get dry in air conditioned room faster.
