The water droplets that form clouds are very small; so small that their terminal velocity downwards when falling in air is only 1 m / sec or something like that. Many clouds (eg cumulus clouds that make showers) form in upwards currents of air. The upwards currents carry the droplets upwards faster than they are falling downwards.
When the water droplets coalesce together to get big enough to drop, then they drop - we call them rain.
