Why do different countries have different development goals?

development goals are set according to the needs of a particular country. Not every country in the world have same needs to catering and thus as per their series of needs they make their developmental goals. for ex. - india makes plans to improve its sanitation facility but a country like us would not have the same concern and rather would plan to increase its education facilities
