Different persons have different minds, different back ground, policies, and philosophy of life.  Generally when one speaks of development, one speaks of those activities which are interesting to him or her.   One's notion of development also depends on whether he is selfish or not.

For a person in medical field, development could mean more hospitals, more advanced medical instruments and equipment.  He would like to import more of such equipment.  Where as for some other person who is interested in development of local industry, he would like to make the same equipment locally and create business.  That helps money flow in local economy.

Development for many means construction of buildings on sites which are empty and starting some activity there.   For some one else, it could be to go to western countries and earn  a lot of money.  For some people computers and mobiles etc are all development.  For a village peasant, development is when he has a proper house, regular work  and enough food to eat round the year.  For some people, development could mean latest 3-D animation techniques used, and costly camera lenses used etc. in film industry.

Development means bringing one part of the world to a level higher than the current level of living or functioning.
