Different seeds take different amounts of time to germinate.
The seeds consists of embryo. This embryo remains in a dormant state until they are exposed to favourable conditions for germination. When they attain the favourable conditions, they start germinating.

the radical comes out first and anchors the seed

to the soil it grows to form the primary root and absorb mineral and water from the soil for the baby plant and the plumule them emerges out of seed as leaves and the steam straightens up
