Why do dogs and cats have estrous cycle but human beings have menstruak cycle,though all are mammals?

In the oestrous cycle when egg is mature by hormone cause change in it's behaviour and it can not maintain it . they are said to be in heat. while in menstrual cycle the individual can mantain it's behaviour buring puberty..
