Why do electrostatic field lines do not form a closed loop?

The magnetic field lines of a magnetform continuous closed loops, this is unlike electric dipole where the field lines begin from a positive charge and end on the negative charge or escape to infinity. If the lines of electric feildform closed loops, the Guass Law won't be suitable.
