Why do farm labourer earn less thsn minimum wages in palampur'?

people in the village of palampur earn low wages because there is heavy competition for work among the farm labourers due to large scale unemployment.As a result people are ready to work even at wage of Rs.80 a day,though as according to the government schedule the wage structure is Rs.115 per day

The minimum wages for a farm labourer set by the government is 115 per day but farm labour like dala gets only rs 80.There heavy competition for work among the farm labourer in Palampur , so people agree to work for lower wages.
