Why do Goa, Arunachal Pradesh, Mizoram and Nagaland does not have its own high court?

these states are too small to be emerged as a independent states and they doesnt emerge with other states.

Judiciary is the third pillar of our democratic country. It have Supreme Court at the highest then High courts at there respective states. There are total 28 states and 9 union teritories but not all states have there own High Courts.
