Because green leave contain liquids in it such as water starch, therefore when green leaves are exposed to high temperature first the fluid evaporates and then the leaves start to burn but in case of dry leaves there is no fluid or moisture only dry leaves which is pure carbon fuel and too good fuel to burn.
