Oxygen is negative charge and hydrogen is positive charge so oxygen meet anode because of opposite charge attract each other

with the correct electrods and correct electrolyte such as sodium bicarbonate hydrogen and oxygen gas stream from charged electrods oxygen will collect as anode and hydrogen as cathode
