Why do noble gas compounds react with fluorine and oxygen only?

Noble gases have completely filled orbitals or we can say they have stable configurations..hence it is difficult to react them with other elements but in case of O and F they both are of small size and have high Electronegativities. So they can form compounds with noble gases..(also F is the most electronegative element in the periodic table)
