non metals form anions because they accept electron from other elements and attain nearest noble gas electronic configuration and thus are subjected to have a negative charge on them.
Like for an example Cl have valenve shell eleactronic configuration 3s2 3p5 so it have 1 eleactron less then to attain valence electronic configuration thus accepts one electron and owes a begative charge an attains valence electronic configuration 3s2 3p6 and is represented as Cl(-ve)
