why do only valence electrons involved in bond formation why not electron of inner shell explain

Basing on the valence we can predict that it may form ionic bond or covalentbond. “Generally atoms of elements undergo chemical reaction, that to form stable electronic configuration either by loss or gain of electrons to forms atoms with eight outer shell electrons. This phenomenon is defined as the octet law.

because they are very near to the nucleus and can not escape due to the attraction of he nucleons in the nucleus....further electrons have less attraction and at times can overcome it to become free electron.
