the above assertion is based on labratory tests.generally, normally consolidated clays are obtained from the remoulded samples, where the soil gets disturbed and the stress history of clays has been destroyed and the present stress itself is maximum past stress.since we run tests on remoulded samples which are fully softened,it will have no cohesion but angle of friction.

The normally consolidated clay has a low stress history when compared to its present stress. It will show no cohesion except some friction angles. One of the basic reason for the low stress of normally consolidated clay is its extraction from remolded samples that destroys the stress history completely.

Despite of normally consolidated clay over consolidated clay have high level stress and so it will show high cohesion during a test run.
