Hey There.
Not completely correct, as there are a few ports above the polar circle that will freeze during winter. Most ports are too far south (closer to equator) to get cold temperatures in winter to make such a huge body of water as a sea (or inlet) freeze over.
HOPE THIS HELPS U.

Answer:
Due to the warm effect of the Gulf Stream and North Atlantic Drift, the ports of Western Europe remain ice-free in winter to motivate successful international oceanic trade, e.g., London, Calais, Lisbon, Amsterdam, Brest, Le Havre, etc.
