Why do skinny people who don't eat junk food get type 2 diabetes? If being overweight is the cause?

So, inn type 2 diabetes, insulin is produced but the cells do not use it as well as they should. We call it insulin resistance. At first the pancreas try to make more insulin to get glucose into your cells. but eventually it can't keep up and sugar builds up in your blood instead. So we can say that type 2 diabetes does not have much to do with junk food.
Usually a combination of things lead to type 2 diabetes:
1)Genes- different bits of DNA affect production of insulin in our body
2)Extra Weight( i know it doesn't concern your question) 
3)Metabolic syndrome- People with insulin resistance often have a group of conditions including high blood glucose, extra fat, high blood pressure, high cholesterol and triglycerides.
4) Too much glucose from the liverWhen your blood sugar is low, your liver makes and sends out glucose. After you eat, your blood sugar goes up, and usually the liver will slow down and store its glucose for later. But some people's livers don't. They keep cranking out sugar.
5) Bad communication between cells Sometimes cells send the wrong signals or don't pick up messages correctly. When these problems affect how your cells make and use insulin or glucose, a chain reaction can lead to diabetes.
6)Broken beta cells
If the cells that make the insulin send out the wrong amount of insulin at the wrong time, your blood sugar gets thrown off. High blood glucose can damage these cells, too.
