Why do some atoms react with other atoms to form compounds where as some do not ?

They have incomplete outermost orbit
noble gases are filled outermost orbit hence they have no need to share our accept electrons

Some react to attain noble gas configuration like chlorine, oxygen etc.
Some do not react because they are already noble gases like neon, argon, helium etc.
