why do some people don't get dreams?

Not "some" no one dream while they were sleeping(deep sleep). 
 
Other then "some" according to you dream, strictly speaking they  are not sleeping, how? They can notice the happenings around them when they were DREAMING.

We can divide the entire sleep into three stages 
Semi sleepREMdeep sleep (actually sleeping)

In semi sleep we just close our eyes and thoughts are running on your brain (like trying to get sleep) the thoughts in this stage are not dreams because the main Brain was still functioning and we have control over it (strictly speeking it has control our remaining parts) 

REM
a small thought of happenings of your life or desires combined with your subconscious memories results  DREAMS.
         This stage is called REM(Rapid Eye Movement ) 
Here comes the role of subconscious memory and small brain(located on back side of our head, we have maximum no control over it) comes into picture. 

DREAMS DREAMS DREAMS exist in this stage

DEEP SLEEP 
In this stage you are really sleeping max no difference to dead.

These stages are not time bound and not in order.  It depends on the person and circumstances and the way of his thinking.

THEN  why some of them will not get them? is the question right!
  Most of the people directly goes into the deep sleep and some of them just in semi sleep. 
 The person who got dreams was the one who had gone through REM stage.

We all know someone who claims never to dream. Although the question has never to my knowledge been definitely answered by science, it appears that there are some people who rarely or never dream or never recall the dreams they have. At least this is what they tell us.

Stepansky et al (1998), studied dream recall in a sample of 1000 adult Austrians. They reported that 31 percent of this sample report dreaming 10 times per month or more, 37 percent report dreaming 1 – 9 times per month, and 32 percent report dreaming less than once per month.

To really be sure that an individual does not dream we would have to follow him for years and perform awakenings from REM sleep to see if he dreamed. If the individual never reported a dream after years of awakenings from REM sleep then we could reasonably conclude that either the person does not dream or that he lacks the ability to recall dreams or that he is a liar (for some reason he wants to conceal the fact that he does in fact dream).
