Why do some people not cast their vote?

Let us take an example of an average Indian belonging to a lower caste.
India is chock full of identities, which leads to a small problem. How can I trust that the person in power will see to the needs of my community? Will a Brahmin in power bother about the poor lower caste people, or would he just spend time in other affairs or uplifting his own community?
As a voter, I'd be much more comfortable knowing that my elected respresentative is of the same community as I am, because that means he knows what we go through, and now that he's in power, he can make things better for us!
