they do not twinkle because they do not have thwir own light to emit as stars have

stars twinkle bcoz they are comparitively small to planet so their light passing from different layers of atmosphere....thier refrective index changes and thus they twinkle......
BUT
in case of planet they are comparitively big and the light which they emit is very small...so,that they do not twinkle.....
