why do the shape and size of a balloon change with filled water or air

Air and water are matter as they have mass and occupy space (i.e. have volume). Thus, when a balloon is filled with air, the rubber balloon expands as air occupies the space inside it and there is pressure acting on the inner walls of the balloon. Same thing goes for water. Hope this helps!
