The world population is increasing at an exponential rate and freshwater is a limited resource.

Example: there’s 100 people in a village, the village population doubles every year. There’s a lake that has a million gallons of water. Each person consumes a gallon of water a day. At the end of the year the village has used up 36,500 gallons. year two there’s 200 people and those 200 people have used up 73,000 gallons of water. 36,500 gallons used up the first year plus 73,000 gallons used up the second year = 109, 500 gallons used up. In year five they will have used up 1.1 million gallons. When that millionth gallon is used up, there’s going to be a bunch of desperate villagers who will seemingly pay anything for another gallon.

This is the case for any limited resource. Which (fun fact tangent time) is why there is so much enthusiasm behind solar power. It’s seen as a limitless resource to us because the suns is expected to live for another 4.5–5.5 billion years.

I think so because as India's population is increasing , the demand for freshwater is also increasing .
In India rivers have freshwater but when they join in ocean , the freshwater also becomes salty . So I think all rivers of India should be joined and then we will not face water scarcity.
