Because salt lowers the melting point of ice !So it remain frozen for longer time and your kulfi remains frozen perfectly!

Explanation:

Adding salt to ice will help in decreasing the melting of ice. That is, ice will not melt at normal temperature. As a result, ice will remain in solid form for a longer period of time and does not change into liquid form easily.

Hence, it will help in keeping the kulfi frozen for a longer period of time and hence it will not melt easily.
