why do we call a building as a building even it is already built? ​

In english, some words serve both as noun and verb. Like, painting, building etc.

Normally,build is a verb.

Building (as verb) means that something is being built.

Building (as noun)- this form of noun where -ing is joined to a verb (build) are known as gerunds.

So building can act both as a ongoing process or a noun.
