The core principle is that before this is done the idol is just a mass of clay or metal and God has to be invited to come reside in the idol. Another associated ritual is netra mangalya which is basically painting/carving of the pupils of the eyes of an idol. According to this, the eyes of the idol are not painted on till the idol is taken to its future residence (vihara)/ temple.
