when ice comes in contact with us it absorbs heat energy from the point of contact of our body and use this energy to get melted.
as takes energy from our body we lose some heat from point of contact and thus we feel cool.

when we touch a piece of ice the heat start flowing from our body to ice so because we are losing heat energy it feels cold. heat is always travel from higher energy level to lower energy level.
