Goose bumps are created when tiny muscles at the base of each hair, known as arrector pili muscles, contract and pull the hair erect. The reflex is started by the sympathetic nervous system, which is responsible for many fight-or-flight responses.

The body hair of all mammals automatically stands up when cold, creating a fluffy layer of warmth. When we're cold, the muscles around the hair follicles contract – a reflex left over from when our ancestors had long body hair. But since we don't have much body hair, all we see are the goose bumps on our skin.

When you feel certain powerful emotions, a part of your brain called the hypothalamus sends a message via your nerves to the muscles in your skin to tighten up. When the skin on your body gets tight, your hairs stand on end and goose bumps form.

#kavthaanil has answered wonderfully .Another reason is thain ancient time human had long hairs on them so when they see a ferocious animal their hair stand that made them look ferocious .This is the phenomenon due to gene.And this was a type of stimulation in ancient period.
