The way I have come to understand this is that Rights have to be earned in order to be supported, so Duties are means to this end.  

A small example:

I have a flower garden with a picnic table. Someone wants to visit the garden and enjoy having a picnic there.

I give them the permission to visit the garden and have a picnic but the Terms are their Duty to ensure they do not damage the plants, and clean up the picnic litter when they are done, also contributing to making the garden better by the person's personal choice would be welcome and open to consideration.

If the person agrees and maintains the duties I give them the right to enjoy visiting the garden. If they leave the place a mess, they have failed in their duty to agreement and loose the right to visit again and become liable to have charges placed on them.

So yes, we have rights, but there is a duty that goes along with having rights.  

I have the right to free speech. I have the duty to use it productively and wisely. If I fail in my duty to use it well, I end up in jail for the serious offence of defamation of character.

If I do my duty well, I have the right to have my Right supported should they not be. If I don't do the DUTY then I have no backup to have my RIGHT supported if it is being violated
