why do we need shiny surface for reflection

Developed proofs for Total Internal reflection and spectrum of light by a prism. No, light also reflects from rough surfaces. ... But,shiny surfaces does because it has even surface and reflece most of the light rays parallel to each other. So, wecan easily see the object on it.
