Why do we need two level of government

we need a two level of government because the citizans of the country should understand the basic idea of a democracy i.e. SELF GOVERNANCE
Its obvious that people cannot go to the prime minister to complian that they did not get water in the taps the day before.For this purpose the central government is divided into regional or state government in which people can clear their disputes within the communiy
