Why do we not understand the instructions on the Harppan seals

It's mainly because:
1. We don't know the letters or signs, nor the language used.
2. The script is not related to a known script or that of a later period of time.
3. There is not enough material to work with and it is only present on seals, even the longest text has about 26 signs.
4. Many signs in the Script have slight Variations.
