we regard the gases and liquids as fluids because if their flowing ability which us termed as the fluidity.
fluidity us due to the loose packing of molecules inside the liquid and gas and they always flow from high concentration to lower concentration

Anything which flows is reffered as a fluid .
Both liquids and gases has the ability to flow and hence they are called fluids.
As the molecular attraction force between the molecules of liquids and gases are very weak and hence they are loosely bounded and so they can flow easy unlike tightly bounded solids.
