It is important to maintain equilibrium in nature. Therefore, we can't just have positive charges or just negative charges. Both should be present simultaneously to nullify/neutralise each other.

The net charge should always be neutral and for that if positive charges are produced in nature, then negative charges also have to be produced. Thus, it can be said that charges are always produced in pairs.

Explanation:

Charges are always produced in pairs to neutral the total charge or to maintain the total charge to be zero. The phenomenon is due to electrostatic induction. The word induction itself means influence without physical contact. ... Negative charge on the near side of the rod and positive charge on the opposite side.
