Answer:

Charges are always produced in pairs to neutral the total charge or to maintain the total charge to be zero. The phenomenon is due to electrostatic induction. The word induction itself means influence without physical contact. ... Negative charge on the near side of the rod and positive charge on the opposite side.

To understand 'charges', we should understand the science happening under the hood.

There is no actual positive or negative charge per say. That's the notion we use. Its the direction, motion of flow of ions that effectively depict the charge. In a battery, the potential is formed due to the concentration of ions in a particular direction.

Now when we talk about direction, it has to be in a pair.... i.e. concentrate in 'direction of motion' (say positive) and the one in 'direction opposite of the motion' (say negative).

So as to say, the charges appear in pairs.
