Why do we say that evaporation is a surface phenomenon?

the upper surface of water in open dish absorbs heat and light enery.the molecules on upper surface gains energy and over comes the binding force.since the molecules are released from upper surface it is called surface phenomenon

Evaporation is called a surface phenomenon because only particles of the surface of liquid gains energy and changes into vapours.
